Short answer: Yes, you can study in Germany without IELTS, but only where the individual program allows it. There is no national rule. Each university sets its own language requirements, and many English-taught master's programs accept a Medium of Instruction (MOI) certificate from your Pakistani university instead of a test score. Just as many refuse it. The program's own admission page decides, not a consultant's list.

Search for this topic and you'll find dozens of "universities without IELTS 2026" lists. Most are published by visa consultancies, most are outdated, and none of them are binding. A university that accepted MOI letters last winter can quietly require IELTS this winter. What German universities actually require

For English-taught master's programs, you need proof of English proficiency. The common options are:

• IELTS Academic: 6.5 overall is the most common bar. Some programs take 6.0, competitive ones ask for 7.0.
• TOEFL iBT: usually somewhere between 80 and 95, depending on the program.
• PTE Academic and Cambridge (C1 Advanced): accepted at a growing number of universities, always listed explicitly when they are.
• MOI certificate: a letter from your bachelor's university confirming your degree was taught entirely in English. This is the route that makes "without IELTS" possible.

Duolingo English Test is a different story. A handful of private universities accept it, but for German public universities you should assume it does not count.

The MOI route, step by step

An MOI (Medium of Instruction) certificate is issued by your university's registrar or controller of examinations office. It should state, on official letterhead, that your entire bachelor's program was taught and examined in English. Most HEC-recognized Pakistani universities issue one within a week or two for a small fee. Ask for at least two attested copies while you're at it, since some universities want it inside your Uni-Assist file too.

Whether it works depends on where you apply. Universities of applied sciences (Hochschulen) accept MOI letters more often than the big technical universities. Programs at TU Munich, RWTH Aachen, and similar names usually want a test score, no exceptions. There is no shame in building your shortlist around programs that accept what you already have.

What the embassy in Islamabad expects

The visa follows the admission. The embassy checks that you meet the language requirement your admission was based on, so if your university admitted you on an MOI letter, that letter is your proof. Bring it in your visa file along with the admission letter. There is no separate embassy-level IELTS requirement for a student visa from Pakistan.

When taking IELTS is still the smart move

An honest caveat. Skipping IELTS narrows your shortlist, sometimes by more than half. It also complicates scholarship applications, since DAAD and most funded programs want a test score. If your English is genuinely at a 6.5 level, the test costs around 65,000 PKR and two weeks of preparation, and it removes an entire category of risk from your application. Skip it because your target programs don't need it, not because the test feels scary.
