Scholarships in Germany for Pakistani students: the full map beyond DAAD
DAAD is not the only funding route. Deutschlandstipendium, Erasmus Mundus, the political foundations, and university awards, with honest odds for each.
Short answer: Germany has more funding routes than DAAD, but none of them should be your plan A. The realistic map: Erasmus Mundus (apply before you leave), the Deutschlandstipendium and university awards (apply after you enroll), and the political foundations (mostly need German). Since DAAD acceptance runs around 3-8%, the honest strategy is: secure financing without a scholarship, apply for scholarships in parallel, and treat every award as an upgrade.
"Fully funded scholarship in Germany" is one of the most-searched phrases in this space, and most of what ranks for it is consultant bait. Here is the actual landscape, sorted by when you can apply.
Before you leave Pakistan
DAAD EPOS development scholarships remain the biggest pre-departure option, and our application guide covers them fully. Both have autumn-to-January deadlines a year before the intake, so they only work if you plan a full cycle ahead.
After you enroll in Germany
- Deutschlandstipendium: €300 a month for at least two semesters, merit-based, open to all nationalities, applied for through your own university once you're enrolled. Odds are far better than DAAD because only students at that university compete.
- University-specific awards: many universities run their own grants for international students, from one-off €500 completion grants to semester stipends. They're listed on the international office page nobody reads. Read it.
- STIBET completion grants: DAAD money distributed by universities to international students near graduation, usually a few hundred euros a month for the final stretch. Ask your international office directly.
The political foundations
Germany's political party foundations (Konrad-Adenauer-Stiftung, Friedrich-Ebert-Stiftung, Heinrich-Böll-Stiftung, Hanns-Seidel-Stiftung and others) fund international master's students with full stipends comparable to DAAD. The catch: most expect solid German, an interest in the foundation's political values, and visible social engagement. If you have B2 German and a record of community work, these are seriously underexplored. If you don't, they're not your route.
What about HEC and Pakistani programs?
HEC's overseas scholarship programs occasionally include Germany, usually for MPhil-to-PhD tracks with a service bond afterwards. Announcements come in cycles on hec.gov.pk rather than on a fixed calendar, so treat them as a bonus lottery ticket, not a plan. Provincial programs surface even less predictably.
Are there fully funded scholarships in Germany for Pakistani students?
Yes: DAAD EPOS, Erasmus Mundus, and the political foundations all cover living costs fully. All are highly competitive with single-digit to low-teens acceptance rates, so plan your financing as if you won't get one and apply in parallel.
Can I apply for scholarships after arriving in Germany?

Do German scholarships require German language skills?
